MLS Commissioner Don Garber will hold league's annual State of the League address on Friday afternoon in Toronto ahead of Saturday night's 2017 MLS Cup final between Toronto FC and the Seattle Sounders (4 pm ET on ESPN, UniMás, TSN, TVAS).
